House Ways and Means Committee Dave Camp has scheduled markup of H.R. 5021, Highway and Transportation Funding Bill of 2014, for July 10.
The bill contains no tax extenders—to get WOTC and other extenders into the bill is now up to the Senate.
Senator Reid is talking to Speaker Boehner about the bill and other funding that could be added to it—the President has just requested an emergency supplemental appropriation to deal with child migrants at the border, so prospect of H.R. 5021 being expanded grows larger.
Senator Reid has made clear he wants tax extenders and extended unemployment benefits attached to the bill. On the Republican side, Senator McConnell still hasn’t spoken on whether Republicans will go along with attaching the extenders.
Passage of the mark by Ways and Means and later by the full House is virtually assured, although there will be objections to the tax provisions to raise the needed revenue. H.R. 5021 will find broad support in the Senate as its provisions were negotiated with Finance Chairman Wyden and Ranking Member Hatch.
When H.R. 5021 comes to the Senate, decisions will be made about whether to pass it “as is” or reach a deal with Republicans to expand it to other measures like WOTC. We need to keep urging senators to include EXPIRE tax extenders in the bill.
